Joe Cardenas, P.E.
President - Moreno Cardenas Inc.
Joe Cardenas is the president of Moreno Cardenas Inc. a multi-discipline engineering and construction management firm. During his career Mr. Cardenas has been responsible for major engineering projects throughout west and central Texas and southern New Mexico in water resources; transportation; utility and industrial infrastructure; site development; storm water conveyance and control; and, capital improvement program management.
Mr. Cardenas' firm was selected by the El Paso Water Utilities in 2001 as the prime consultant for the planning, design and construction management of the world’s largest inland desalination plant. He served as the program manager for this $91.0 million facility named after Texas Senator Kay Bay Hutchison (KBH).
In 2004, Mr. Cardenas was appointed by Governor Rick Perry to serve on the Texas Board of Professional Engineers and in 2011 he completed his term serving as Vice-Chairman. He was recognized by the El Paso Chapter of Texas Society of Professional Engineers receiving the Engineer of the Year Award in 1996; and, in 2010 he was the recipient of UTEP’s Gold Nugget Award presented to distinguished alumni.
Mr. Cardenas is greatly involved within the community along with his past and current service to his profession, including chairmen of the Board-El Paso Housing Authority (Appointed by Mayor Francis), board member of the El Paso City Health District (Appointed by Mayor Azar), El Paso Chamber of Commerce, and El Paso Hispanic Chamber of Commerce. Cardenas is also a member of Borderplex Alliance, President of TSPE – El Paso Chapter and ACEC Texas - El Paso Chapter, amongst many other services. Mr. Cardenas has a BS in Civil Engineering from the University of Texas El Paso and is a licensed professional engineer in Texas, New Mexico, Arizona and Oklahoma.
